Multilateral Cooperation
NECTEC has actively participated in many international forums such as the Association of Southeast Asian Nations (ASEAN), Asia-Pacific Economic Cooperation (APEC), and European Union (EU). In addition, NECTEC' efficient performance has been recognised by the United Nations Educational, Scientific and Cultural Organization (UNECSO) and the Economic and Social Commission for Asia and the Pacific (ESCAP) which have cooperated with NECTEC in many ICT research projects aimed for creating the knowledged-based society.
The Association of Southeast Asian Nations (ASEAN)
ASEAN members have considered science and technology as an essential drive for both their national economic and social development and the development of Southeast Asia region as a whole. Therefore, the ASEAN Committee on Science and Technology (ASEAN COST) was established with eight sub-committees. NECTEC has taken the key role as the national focal point for Thailand in the Subcommittee on Microelectronics and Information Technology (SCMIT) and has actively participated in microelectronics and IT projects and capacity building programmes supported by ASEAN COST.
Examples of NECTEC's projects under ASEAN cooperations are as follows :
- ICT-based Real Time Monitoring and Management System for Dam Safety
- ASEAN-Republic of Korea Training on Integrated Circuits (IC) Design
- Communication and Information System for the Control of Avian Influenza (CISCAI) in Lao PDR and Vietnam
European Union (EU)
NECTEC has participated in trans-regional cooperative projects under the Seventh Framework Programme for Research and Technological Development of the European Union (EU FP7). They are as follows:
Further Developing Strategic S&T Cooperation with Southeast Asia on ICT (SEACOOP) Project
(October 2007–March 2009)
The main objective of the SEACOOP project was to identify, promote and support strategic cooperation opportunities of mutual interests between Europe and Southeast Asia. It also supported bilateral and multilateral dialogues among the project consortium members. The project was aimed at increasing awareness on EU – Southeast Asia S&T cooperation on ICT, widely disseminating project perspectives and results in the European and Southeast Asian ICT communities, and developing synergies with other national and international programmes and initiatives similarly addressing EU – Southeast Asia S&T Cooperation on ICT. This project started in October 2007 and finished in March 2009.
Southeast Asia: Support to Information Society Policy Dialogues and Strengthened Cooperation Project (SEALING)
(2010–2011 )
SEALING project aims at supporting the development of information society policy dialogues and strengthening the cooperation on ICT research between EU and ASEAN region. SEALING builds on the results achieved and the experiences gained through the FP7 SEACOOP project, which has already successfully supported the development of ICT cooperation between the two regions over the period 2007-2009. On the Southeast Asian side, the SEALING partnership includes national organisations in charge of ICT research and development in each of the 10 ASEAN countries. This project was formally supported by the ASEAN COST Secretariat. NECTEC is a member of the project consortium of which the implementation will start in 2010 and finish at the end of 2011.
Cooperation and Support Action Towards a Common e-Science Infrastructure for the European and Asian Grids: EUAsiaGRID (April 1, 2008-April 1,2010)
The EUAsiaGRID project was aimed to promote awareness in the Asian Countries of the Enabling Grids for E-Science (EGEE) infrastructures, middleware and services. Its main target is to build an EuroAsian Grid community by identifying and aggregating new and existing user communities into a virtual Grid-based research space. This project also fosters international cooperations by working in synergy with members of Asia and EU countries.
