ABSTRACT -- This paper presents the development of Virtual Private Dial-Up Network (VPDN) for government agencies on the nationwide Government Information Network (GINet) in Thailand. Specifically, we have applied Layer two Tunneling Protocol (L2TP) to establish tunnels from Points of Presence (PoP) to the corporate networks allowing remote users to access/share data and network resources from/with the corporate networks without making expensive long-distance call and applied Internet Protocol Security (IPSec) for data confidentiality. In addition, in order to flexibly and efficiently perform Authentication, Authorization, and Accounting (AAA) and to support a large number of users, we have developed AAA server based on the Remote Authentication Dial In Service (RADIUS) protocol, which have the capability to work with Relational Database Management System (RDBMS).
